The 45B card was similar in many ways to its predecessor, the 45A. Much of the rear of the card is identical. The main change has happened at the front of the card, where the Palitoy logo has vanished, along with the special offer symbol that appeared on the previous card. This gives the card front a very plain and simple appearance. A black bar has also appeared beneath the Empire logo. The only significant change to the rear is that the words 'Special Offer' have changed colour from Yellow to white, and the font used is different. Some of the minor text has also moved slightly and appears bolder.

The absense of the Palitoy logo makes these cards a lot less popular with collectors. A reasonable quantity of these cards survived when the Palitoy factory closed in the 1980's, hence there is a fair number in existence in very good condition. These are certainly the commonest of Palitoy ESB cards, though certain figures may still be hard to find. Again, it appears that most, if not all of the earlier figure series could be found on this card.

The bounty hunter symbol on this card is slightly different from the 45A card in that it has a starry background. It is possible to identify a card variation from this portion of the card alone.
